INTRODUCTION
Diverse factors have been posited as responsible for criminal tenderizes in human. Criminologists have regarded crime as one among several deviances in human society. According to Encyclopedia Britannica (2006), “Some consider crime a type of anomic behavior; others characterize it as a more conscious response to social conditions, to stress, to the breakdown in law enforcement or social order, and to the labeling of certain behavior as deviant”. Both the Positivist and Classical schools perceive crime as an act that violates the basic values and beliefs of society. The understanding of ways of managing crime in a state goes along way in determining the rate of crime. And public opinion plays a significant role in determining the evolution of criminal justice policy and practice (Roberts & Stalans, 2000:31).
