TOPIC: ADOPTING CONTEMPORARY MANAGEMENT TOOLS IN SERVICES EVALUATION IN PUBLIC ENTERPRISES: WHAT IMPLICATION FOR EFFECTIVE SERVICE DELIVERY? (A CASE STUDY OF FEDERAL HOUSING AUTHORITY).
1.0 BACKGROUND TO THE STUDY

In contemporary business operation, the keen competition in global arena, have brought about strategies and application of diverse management techniques in order to curve a niche in the face of stiff competition. But, it is also a notable fact that public organizations that rather services to the masses are not left out in the continuous demand from those who utilize their services to improve on mode of service delivery. This demand by the public on services from public enterprises is further aggravated with the globalize operation of contemporary government, due to the neo-liberalists doctrine of free trade and exit and entry of goods into a country’s shores and borders. This practice have left the public with the basis to compare with the service they derive from internal public enterprises, and those services emanating from multinational corporations and sometimes public enterprises from other countries. Hence, there is the need for public enterprises to sit up and adopt ways of improving services rendered to public, so as to meet their ever increasing demands Public management since the 1980s has seen public organizations taking cue in the practice of modern management techniques, such as total quality management (TQM), Cost benefit-analysis, Strategic management, the current Strategic Human Resource Management, and Users participation and involvement in service provision and delivery. The ever increasing demands of the people in the quality service rendered to them by public organizations, is one that has awoken the need for public sector organizations to adopt the implementation of modern management techniques.
